Duties
Incumbent will perform the following:
Advise and assist the regional administrator on strategic planning, policy, program operations, and performance accountability for the development and administration of a national workforce development system.
Manage and direct the work of one or more divisions, and advise and assist the regional administrator and other eta executive staff on all matters within the scope of assigned divisions of responsibility.
Coordinate the resolution of issues and implementation of action plans as appropriate, ensuring that all unit/division efforts are strategically aligned in furtherance of developing an effective workforce development system that benefits america’s workers and employers.
Responsible for establishing long and short-range plans and projects, identifying and resolving critical operating problems, determining the need for, and directing the conduct of special studies and management improvement reviews; approving or disapproving proposals and recommendations submitted.
Serve as the chief spokesperson and focal point for overall workforce development system activities and issues within the scope of responsibility of the unit(s)/division(s)Effectively represent the department and the regional office internally and externallyEffectively communicate departmental and agency priorities.
Develop annual monitoring/technical assistance plans to accomplish organizational goals, establish systems and methods to ensure efficient and effective management of resources; modify resource allocations in response to changes in plans, goals or conditions; establish evaluation systems to measure the quality of program products and services.

Qualifications
Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level, gs-14, in the federal service.
Specialized experience is typically in or directly related to the work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and actual experience to perform successfully the duties of the position, and that is typically in or related to the work of the position.
Specialized experience for this position is defined as:
Applying comprehensive knowledge of federally-funded employment and training programs, policies, legislation, and regulations to the management of these programs at the federal, state, or local level;
Managing complex employment and training programs and activities within an integrated workforce system at the federal, state, or local level;
Working collaboratively and maintaining cooperative relationships with officials in federal, state, and local government agencies and public entities;
Communicating effectively in oral and written presentations to officials, staff, and the general public;
Setting goals, managing projects, tracking progress, and evaluating outcomes;
Managing staff and financial resources to achieve agency goals and enhance staff performance and professional development.
