Duties
Coordinates water management activities for the wyoming area office (wyao), including reservoir inflow forecasting, long and short term reservoir operations, water rights accounting, and hydrologic data collection and analysis
Coordinates safety of dams, review of operation and maintenance (ro&m), and emergency management programs for the wyoming area office (wyao)This requires regular inspections and reporting for 13 large dams and numerous irrigation diversion and delivery structures.
Prepares written reports and oral presentations to wyao management, other reclamation personnel, representatives of other federal or state agencies, irrigation districts, other entities, and the public regarding the above noted water management, safety of dams, ro&m, and emergency management program activities and other subjects as assigned by management.
Provides supervision for two civil engineers, three interdisciplinary civil engineers/hydrologists, three hydrologic technicians, and two civil engineering technicians.
As directed by the area manager, coordinates with wyao, regional, and denver staff on security and law enforcement matters, serving as the area office security coordinator

Basic education requirements: applicants must first meet the basic education qualification requirements listed below:

BCombination of education and experience – college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineeringThe adequacy of such background must be demonstrated by one of the following:

4Related curriculum – successful completion of a curriculum leading to a bachelor`s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor`s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidanceOrdinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions(the above examples of related curricula are not all inclusive.)note: an applicant who meets the basic requirements as specified in a or b above, except as noted under b.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.
Specialized experience requirements: in addition to the basic education requirement, in order to be rated as qualified for this position, the hr office must be able to determine that the applicant meets the specialized experience requirement – this information must be clearly supported in the resume.
To qualify at the gs-13 level, applicants must possess one year of specialized experience equivalent to at least the gs-12 in federal service.
Specialized experience at this level is defined as:
Experience in one of the following water management activities: reservoir inflow forecasting, reservoir modeling, water rights, or reservoir operations

Experience in one of the following civil engineering / infrastructure related activities: design, construction, project management, operation, examination, or maintenance of concrete structures, earth embankment structures, powerplants or pumping plants, or water conveyance structures

The supervision/leading of others in these activitiesOfficial supervisory experience is not required, but applicants should describe how they have demonstrated leadership inside or outside the office setting.
